TEXAS (KXXV) — 25 News is following the severe weather that affected many parts of Central Texas. Temple saw the most damage, including a tornado and straight-line wind damage.

A Bruceville-Eddy husband and wife are alive after a tornado picked up their mobile home with he and his wife inside — it spun around 180 degrees and slammed it into his father-in-law's home.

Bill Conlon served over 900 meals to help the community on Thursday from 10 a.m. to 1 a.m. the next morning, and is expecting to serve even more as time goes on.

The City of Temple provided an update on trash collection services for the city on Friday.

The city said their Sold Waste Division is attempting a residential trash collection, including a focus on collecting brush and storm damage debris. No recycling will be collected.

Landfills remain closed, which the city said could cause some pickup delays.

For residents wanting to drop off garbage and debris (no brush), they can do so at these locations:

  • Temple Fire & Rescue Station 7 parking lot, located at 8420 West Adams Avenue.
  • Crossroads Park tennis court parking lot, located at 7325 Prairie View Road.

The city said D&J Enterprises will begin brush cleanups next week, and residents should separate brush piles from construction and demolition materials and place them on the curb for pickup.
Combined piles will not be collected, and brush piles will not be picked up from alleys, the city said.

You can dispose of your own brush on Tuesday, May 28, during the City of Temple's brush collection operation at the Solid Waste Complex located at 2611 E. Avenue H from 7:00 a.m. to 4:30 p.m.

The city also provided an update on closures for city facilities:

  • Sammons Community Center, Summit Recreation Center, and the Temple Public Library will be closed through Monday, May 27.
  • Splash pads will be closed until at least Wednesday.
  • Lions Junction Water Park will resume as regularly scheduled over the weekend.
  • While city facilities remain closed, the City of Temple will continue to operate the Wilson Recreation Center shelter over the weekend. As we anticipate 100+ heat indexes, residents are welcome use the shelter as a cooling center.

The city said to beware of scammers as the damage assessment continues. The city said that if you hire a contractor, make sure they that have a City of Temple Solicitor Permit Card, ask for references and research reviews and complaints.
Door-to-door scams become common following severe weather events, the city said.

If you are a resident wanting to donate food and water, the City of Temple has partnered with the Salvation Army of Bell County. They can be contacted at (254) 774-9996 or drop off at 419 West Avenue G. They said there is no need for clothing donations at this time.

Temple ISD reports that four campuses are still without power. School staff says that they're focused on electrical and HVAC issues, as well as possible water and gas leaks.

"Tuesday, May 28, 2024 will be a student holiday/staff workday. Monday will remain a holiday as previously scheduled. We continue to work with TEA and the City of Temple to determine next steps as we evaluate how and when we can welcome students back safely," reads a release from the school. "Thank you for your support and please take care of your families, friends and neighbors."

Bell County has provided an update on early voting centers for the Primary Run-Off Election:

"Early Voting continues in Bell County for the Primary Run-off Election. Seven of the county’s eight Early Voting sites opened without issue this morning. The voting center located in Morgan’s Point Resort remains closed, as the facility is still without power. The seven open voting centers will remain open until 7:00 p.m. this evening. At this time, approximately one hundred Bell County voters have cast their ballots this morning."

As of 10 a.m. Friday morning, Bell County still has about 25,000 without power.

Falls and Robertson, which are more rural counties, still have more than 1,000 outages each.

According to the U.S. Army Corp of Engineers, Fort Worth District, Dana Peak Park, Stillhouse Park, Cedar Gap Park, Union Grove Campground, River’s Bend Park, will be temporarily closed until further notice due to ongoing flooding. There are currently no open boat ramps on Stillhouse Hollow Lake.

"This closure is necessary to ensure the safety of our community and to protect the park facilities such as the roads and electrical systems — we appreciate your understanding and cooperation during this time," officials said.

"Please avoid the park areas and adhere to all posted signs and barriers for your safety. Once the flood waters recede, we will be working diligently to complete the debris cleanup and will reopen the parks as soon as it is safe for public use."

The City of Temple announced there's been another sewer overflow due to rainfall. There have been more than one million gallons of sewage released in Temple this week alone.

The Bird Creek Battleground Site Dedication, previously scheduled for Tuesday, May 28, has been postponed due to the severe weather, the City of Temple announced.

A new date has not been selected yet.

H-E-B announced that their location at Adams and 25th in Temple will reopen Friday, May 24, at 9 a.m. after a temporary closure due to the severe weather. It will have normal business hours.

According to a tornado spotter with National Weather Service, there was brief multivortex tornado on the ground halfway between Kosse and Bremond on Highway 14. Another spotter says that there is a tornado on the ground on Reagan in Falls County. A confirmed funnel touched the ground, but went back up with no damage.

According to the City of Temple, the National Weather Service has confirmed the tornado that touched ground in Temple at 6:21 p.m. on Wednesday, May 22 was an EF-2 tornado with max winds estimated at 115 to 120 miles per hour.

City Hall is also part of the City of Temple facility closures for Friday.

Belton ISD announced that they will be offering free meals and water to anyone affected by the storms in Bell County.

This is happening at Lake Belton High School from Thursday through Saturday from 8:00 a.m. to 6:00 p.m.

Bell County says that after consulting with emergency management officials, and county department heads and elected officials, it has determined they will keep its offices closed on Friday. The county will remain closed on Monday in observance of Memorial Day — offices will reopen and return to normal hours of operation on Tuesday, May 28.

"Non-essential county staff are encouraged to stay home and off the roads," officials said.

According to the National Weather Service out of Fort Worth, yesterday's tornado in Temple has been preliminarily rated as an EF-2.

"Storm surveys continue across Bell County this afternoon. The Temple tornado has been preliminarily rated EF-2 with maximum winds of 120 mph in West Temple. Additional areas of storm damage farther east are being evaluated at this time and more detailed information on path length and width will be released when the surveys are complete," the NWS said.

The City of Temple announced that following the severe weather, an estimated 393,000 gallons of sanitary sewage overflowed in Temple around 2015 Birdcreek Terrace and 3420 Northwood Road.

The City of Temple said they have not received any reports of fatalities or life-threatening injuries related to the severe weather.

"First responders have searched and cleared all structures with any kind of damage, both minor and major. At this time, it is important for residents and volunteers to remain off the roads, to allow emergency crews to respond as quickly as possible. Please avoid the severely affected neighborhoods and areas," the city said in a release.

The Wilson Recreation Center is still open as a shelter assisted by the American Red Cross.

The city said they have contracted with D&J Enterprises for help in emergency debris clean-up. The company will begin their assessment of the city on Friday, May 24.

The city said clean-up efforts are estimated to begin early next week following D&J's assessment and mobilization.

According to Bell County officials, the Early Voting[bellcountytx.com] center located inside the Temple ISD Administration Building is back up and running after crews were able to restore it to backup power.

Seven of the county’s eight locations are working at this time — they are expected to remain in operation until 7:00 p.m. on Thursday as scheduled.

The City of Belton issued a disaster declaration on Thursday afternoon due to last night's severe weather.

“The impact to Belton from last night’s storm has been significant — this Declaration recognizes the broad scope of damage to infrastructure as well as public and private property,” Mayor David K. Leigh said in an email.

“A disaster declaration opens the potential for state resources. Our crews have been working around the clock and our thoughts and prayers are with our citizens and our neighboring communities.”

The City of Belton recommends that residents impacted by the storm consider reporting interior and exterior property damage to the Texas Division of Emergency Management through its Individual State of Texas Assessment Tool (iSTAT) Damage Survey.

The site includes a list of Active Incidents, including “Spring Severe Weather and Flooding Event.” Select that event to take a survey to detail the nature and scope of damage caused by the storm.

H-E-B announced Thursday that they are closing their store location at Adams and 25th in Temple due to the severe weather.

"Committed to the safety of its customers and Partners, H-E-B has temporarily closed its Adams and 25th H-E-B store in Temple due to the recent severe weather. Our Partners are working to get the store operational, and we expect the store will reopen as soon as tomorrow," the company said in a release.

All other H-E-B locations are still operational with normal hours, including the Marketplace H-E-B at 3002 S. 31st Street in Temple.

Bell County is asking residents of unincorporated communities to report any damage they received as part of their effort to better understand the scope of the severe weather.

"In an effort to better understand the scope of the issue, Bell County Emergency Management is requesting that residents in the unincorporated portions of the county report any debris that is obstructing public roadways," the county said.

If obstructions represent an emergency, call 911.

Residents in unincorporated communities can call (254) 933-5598 to report debris impacting roadways.

"Additionally, while the county recognizes the desire of residents to clear debris from their properties, it is critical that debris not be moved into the street. Instead, residents are asked to move debris no closer than the right-of-way to ensure that traffic is not impacted," the county said.

Belton ISD has postponed their graduation ceremonies following the severe weather.

Belton ISD's Class of 2024 graduation has been rescheduled to Wednesday, May 29 at the following times:

  • Belton New Tech @Waskow - 9 a.m.
  • Belton High School - 1 p.m.
  • Lake Belton High School - 6 p.m.

The ceremonies will be held at the Cadence Bank Center located at 301 W Loop 121 in Belton.

Several early voting centers in Bell County have been affected by the severe weather.

"Last night’s severe weather is continuing to impact Early Voting in the Primary Run-off Election. The voting center in the Temple ISD Administration building has lost power. At this time, voting operations at that center have been paused until the main power is restored," the county said.

"So far today, only 26 voters have cast ballots today. The remaining six Early Voting centers will continue to operate, observing regular hours and closing today at 7:00 p.m. Below is a list of the remaining Early Voting sites with their addresses."

Two local food trucks—while not open for normal operations—announced they will be offering free food to those affected by the storms.

The food trucks, Petey's Snowcones and Haute Dog, will be offering free hot dogs at Bulldog Auto located at 2202 West Adams in Temple at 5 p.m.

As of 10:30 a.m., Oncor has reported thousands of outages across Central Texas, in the ballpark of 50,000 people without power.

Across the state, more than 100,000 Texans are in the dark.

The Oncor outage map shows the Temple area at about 45,000 without power. For Belton, outages are near 10,000. In Killeen, about 6,000 people are affected.

Coryell and Falls counties both have thousands of customers without power.

McLennan has more than 2,000 without power.

Crews are still working to restore power to the affected areas, though restoration is unknown for many storm-damaged nieghborhoods.

Bell County has officially issued a Disaster Declaration related to last night’s severe weather event:

“This Declaration recognizes that the scope of this event has exceeded our capacity to fully address it at a local level,” Bell County Emergency Management Coordinator Bob Reinhard said. “Through a Disaster Declaration we are able to access additional resources from the State.”

Bell County residents impacted by the storm are encouraged to report damage to the Texas Division of Emergency Management through its Individual State of Texas Assessment Tool [damage.tdem.texas.gov] (iSTAT) Damage Survey. The site includes a list of Active Incidents, which includes “Spring Severe Weather and Flooding Event.” Clicking on that event will take visitors to a survey form they can complete to detail the nature and scope of damage caused by the freeze. Users can access this incident in either English or Spanish.

The City of Belton has issued a statement on damage in the area.

"The City of Belton has opened its Emergency Operations Center. There is still widespread power outages in Belton, including at municipal buildings," reads the release. "In some cases power lines are still across the road. If you see a wire across the road, assume it is live. If you see a barrier on a road, stay clear of it."

Neighbors there should only travel if its essential. Some stop lights are still out, and drivers should treat intersections as four-way stops if there are no lights.

The City of Temple is setting up the Temple Recovery Taskforce to help neighbors affected by the tornado, and connect them to resources.

A release from the city is as follows:

"The taskforce connects victims of disasters with reputable relief agencies to provide services free of charge such as debris removal, home repair and water damage repair.

It does not provide resources that require a licensed skilled tradesman, such as plumbing or electrical work.

Please remember to check references and choose your contractor wisely when planning for home repairs.

The city will partner with local organizations through a website called Crisis Cleanup. Crisis Cleanup is an organization that has provided a free website that helps coordinate relief efforts provided by local government, non-profit and faith-based recovery taskforce members.

Requests for assistance can be submitted through Crisis Cleanup’s hotline at 512.201.4814. These services are not provided by the City of Temple.

The city is only coordinating with local organizations who provide services. There is no guarantee that a request for assistance will be fulfilled.

Residents and businesses may also be eligible to receive a Federal Disaster Loan through the United States Small Business Association. For additional information on SBA and to apply, click here.

Additional resources are available through the Federal Emergency Management Association. FEMA can aid with items not covered by insurance for homeowners and renters.

If you are not affiliated with participating partner organizations individuals who wish to volunteer are encouraged to call 254-298-5970.
