"Police residency deters crime and fosters a feeling of safety for all of us," he said. Winkeler opposes mandatory city residency.

Kuhlmann says city inspectors should put more effort into responding to complaints about property than into neighborhood-wide inspections.

They should concentrate on major problems and not nit-pick on less important defects, he says. Camp says the city should provide incentives for people to fix up their property. It should revive a program where the city would reimburse up to 10 percent of the cost of renovations for people under some income limits, he says. Belfi is Gregali's uncle and business manager of Local 2 of the Operating Engineers. Gregali says he suspended fund raising last summer to avoid hurting candidates running last November. Camp and Kuhlmann filed statements saying they would not raise or spend more than $1,000 nor receive a single contribution exceeding $250. Camp may file a detailed report at the next deadline seven days before the election because he estimates he might spend $1,500 on his campaign. Kuhlmann estimates he will spend $700 on his campaign.

He says he has received a $15 contribution and the rest of the money he uses on his campaign will be his own. On other issues, both support the police pay raise and continued state control of the police department, but they add that the city should have more input on how that agency spends city money. They agree that the city's new jail should be downtown.

And each would consider admission fees at the Zoo and Art Museum as a way to help raise money to renovate Forest Park. Each candidate says he's better attuned to 12th Ward voters than the other. O'Shea points out that he has lived in the city his whole life. Winkeler moved to the 12th Ward five years ago from St. Louis County.

Winkeler notes that O'Shea moved to the 12th Ward just last year from another part of the city. In contrast, Winkeler said, he has been active in various groups in the ward for several years and ran for committeeman in 1992 to get his name widely known in preparation for a race for alderman. O'Shea says he lives only a few blocks from his former home in the 16th Ward. from blasting. Bayer says yes but homeowners must prove that damage has occurred from blasting.

He noted that an ordinance requiring seismograph readings would provide residents with information that could be used for claims. LINDBERGH SCHOOLS Math Pupils Raise Funds For Hospital Thirty math pupils at Sper-reng Middle School have raised more than $1,400 in a contest to benefit St. Jude's Hospital in Memphis, Tenn. The sixth-grade class of teacher Kelly Harper went door-to-door and buttonholed friends and family to solicit pledges.

They then sat down to calculate some 200 problems in fractions and decimals in the annual contest. "I'm really proud of them," said Harper. "They worked really hard." The contest lasted from Jan. 23 to Jan. 30.

The children brought in the $1,487.74 on Jan. 30. Sperreng, 12111 Tes-son Ferry Road, is in the Lindbergh School District. Harper, 26, who lives in Col-linsville, says the children were not promised a reward. "The kids who did it really wanted to," she said.

"I don't have anything to do with it. The kids did it all." St. Jude's, a hospital for crippled children made famous by the late entertainer Danny Thomas, will come through with T-shirts for each child who raised at least $30 and gym bags for each collecting at least $75. And Six Flags Over Mid-America rewards those raising $30 with one admission to the amusem*nt park in Eureka. Of Harper's 120 pupils, 55 signed up for the contest.

Harper said 30 finished the booklet of math problems and turned in pledges. Each year her charges have collected more than $1,000 in the contest, she said. Hours at the Marketplace branch will be similar to those at Charing Cross, 1 to 6 p.m.

Gregali says "safety is a big issue," with residents, but not as important as maintaining property values. He favors Neighborhood Watch programs and community policing. All three candidates favor a police pay raise, a move Mayor Freeman Bosley Jr. opposes. Riverboat Gambling The candidates want city officials to try to persuade would-be operators of gambling boats to provide a hotel, although perhaps not with as many as the 1,000 or more rooms that officials sought. They are willing to compromise on the percentage of gross revenues the city should receive as a lease payment. "The city should charge what the market will bear," Kuhlmann says.

The Campaign Gregali had worked on Garvey's campaign. He has the support of party officials and says he was encouraged to run by Harry Kennedy, the Democratic committeeman. Gregali also has the support of the St. Louis Labor Council. Camp says he benefits from the name recognition from his father, whom the public remembers even though he left the chief's job nearly 13 years ago.

Kuhlmann says he put the nickname Charley Horse on the ballot as a gimmick to get people's attention. He says he has owned a horse as a hobby. Campaign finance reports filed in late January show that Gregali has the most money. He had raised $5,186.27 and spent $851.38. He raised about a third of the money about a year ago, long before new daughter Education: Graduate of St.

McGuire, the deputy director of the library, said last week, "We committed to building this branch as part of the tax campaign, but we'd been interested in it long before that."
